The previous meeting of the Carroll Canyon Commercial Center Subcommittee, on Wednesday, May 14, 2014 was canceled due to fire danger. The meeting was rescheduled for Wednesday, May 28, 2014 at 7:00pm.

1. Call to Order at 7:05pm
2. Parliamentary Items. Members attending: Sandra K. Wetzel-Smith. Mary Oling-Sisay, Emma Lefkowitz, Wallace Wulfeck, Bob Ilko. Also Lorayne Burley, Chair Miramar Ranch North Planning Committee.    
3. Modifications to and Adoption of the Agenda: None
4. Public Communications – Non-Agenda Public Comment: None 
5. Information Item: Presentations and Discussion concerning the proposed Carroll Canyon Commercial Center project (General Plan amendment, Community Plan Amendment, Rezoning, Tentative Map, Site Development Permit, Neighborhood Use Permit for a Comprehensive Sign Plan). Mr. Colton Sudberry (Sudberry Properties) described the plans for the proposed commercial center. His presentation was substantially the same as previous descriptions at meetings of the SMRPG. He stated that there were no tenant agreements with major big-box retailers and that he could neither confirm nor deny whether Walmart, Target, or any other retailer was a prospective tenant. Questions from the audience concerned traffic around the proposed center, freeway access, public safety for evacuation, and effects on other local businesses. Several members who identified themselves as Scripps Ranch residents said they were strongly opposed to the change in Community Plan with subsequent re-zone to commercial retail because of (1) the potential loss of professional jobs and (2) the desire to maintain consistency with 35 years of the Scripps Ranch residential community concept. Ms. Jenny Marshall, a Scripps Ranch Resident, representing Save Our Scripps Ranch (SOSRanch), gave a powerpoint presentation describing her organization's objections and opposition to the proposed commercial center.

Lessons learned from the Katrina Hurricane observed that when communities are prepared for disasters they do not need help. Each family and each community must prepare for various types of disasters, with a written plan and a practice session. See website for more info.

Update on plans for a new CUP under K-12 school instead of a dance school. Initially it may be private school and may revert to a charter school. 1. Kevin Faulconer has been sworn in as Mayor as well as Scripps Ranch resident Shelley Zimmerman as the San Diego Police Department Chief. Councilman Kersey is looking forward to working with both Mayor Faulconer and Chief Zimmerman on infrastructure and public safety.
2. The Councilmember voted against the Marijuana Storefront Ordinance, citing the concerns regarding proper code enforcement and police funding raised by the Community Planning Committee, as well as the larger difficulties of enforcing and regulating a substance that is still considered illegal by the federal government.
3. The Councilmember voted to approve the mid-year budget, which includes an additional $2 million for a one-year pilot program which puts cameras on cops. Patrol officers will wear small cameras that continuously stream video to a secure data bank. This type of technology has been used in other departments throughout the country, and has shown to decrease complaints against the department, as well as help officers use evidence in court.
4. The City Council also unanimously decided to rescind the Workforce Housing Offset Fee (aka Linkage Fee, Jobs Tax). This is partly due to the great effort the Councilmember and the community undertook during the recent referendum to put the Linkage Fee to a public vote.
5. Please remember to turn off your automated irrigation systems – a good downpour can keep plants well fed for about a week. If there are any trees that have fallen onto public property, please call our office and let us know.
6. And last but not lease, the Councilmember will be hosting a Water Wise Workshop in the District on March 20, 6:00-7:00pm at Mt. Carmel High School. Please RSVP to 619-236-6655 to attend.

Two other members, Elizabeth Hansen and Mike Asaro, are also leaving the Group this year. Thank you Bob, Elizabeth and Mike for all of your hard work and commitment to Scripps Ranch.

E. Appointment of Subcommittee for review of DEIR on Nob Hill Pipeline Improvements.Responses are due 4April14 from both Planning Groups. Need an Ad hoc subcommittee to look at it. T.Phillips volunteered to be on the subcommittee as a representative of Nob Hill. Ilko and Wulfeck will be on the Adhoc subcommittee also.

i. Need to keep certain amount of funding in the program ($160K), so how will we keep the funding and complete the projects that are needed? Which projects will go forward and which will be on hold? Looking at projects by zones and target the increase to zones. Need to start educating the community on the need to increase the MAD fees/contributions from property owners.
ii. Several trees were lost during the last storm
B. MCAS Miramar (J. Lyons) – Computers were down so no data to be shared at this time.
C. Ad Hoc Committee on Carroll Canyon Commercial Center (Wulfeck) -- Update.  Nothing is happening until the final EIR comes out, now scheduled for late April 2014. A. Scripps Ranch MAD Tree Contract -- West Coast Arborist (E. Rodriguez, C. Smith, SD P&R)
Casey Smith -Manager of MAD: Scripps Ranch has the Largest Funded MAD. See brochure about how to plant trees and how to maintain forests. The brochure is seeds, so if you plant it the seeds will grow wildflowers.
B. Chairperson's Report (W. Wulfeck)
CPC Meeting-The City is Drafting a Climate Action Plan looking at the next 40 years. The City is also drafting an Economic Development Strategy for the City (emphasizing the base iinnovation, mfg, international trade and logistics, tourism and military, food and beverage mfg. industries.). It also seeks to increase the number of middle income jobs to reduce the hour glass economy, and increase the number of small locally owned businesses.

V. Action Items
A. MAD Budget (M. Sorensen) This year’s Estimated budget is $1.36 million, and increasing next year to $1.4million. The level of service will be maintained, not increased. The current assessment fee is about $155.00 per year on your property taxes. We’ll dip into the budget this year (about $50K) and next year (about $150K) to pay service costs. The balance remaining is now approximately $500,000 and cannot be allowed to go below 10% of our current operating costs.

B. Miramar Ranch Elementary School Sign (M. Asaro, D. Peterson)
A Working Group met to discuss the new digital sign in front of the school. Eleven meetings were held to discuss this sign, made up of Home Owners, School members, School-Board project managers, and representatives from SRPG and SRCA. Mike Asaro, who served as consulting architect, described the new sign and presented drawings. Dana Peterson presented the timeline for construction (June/July 2014) and described the agreement regarding operation of the sign (see the attachment to these minutes):

Proposed Generator Addition on Stonebridge (Emergency Only Upgrade, it does not operate 24x7. It will support an 8hr battery back-up). It will be installed behind a 9ft wall enclosure, and will meet all noise abatement requirements.

D. Stop Signs: Fairbrook Rd. at Rue Fontenay (K. Derry, S. Winter, Chantemar HOA)
A four-way stop-sign control was made a condition of development of the Fairbrook Estates area at the newly constructed Rue Fontenay intersection with Fairbrook Rd by the Development Services Department, in accordance with the City Council's 1999 tentative map resolution No: R292323. The Developer (Ryland) represented the future four-way stop to purchasers of the new homes. In addition, there will be a City park at southwest corner of this intersection, already approved and funded, and planned to be built sometime in the next two years which will constitute a special circumstance so that the 4-way stop will likely be required at that time in any case. The City has a warrant process for installation of Stop Signs described in Council Policy 200-08. This intersection does not meet the minimum requirements to meet the warrant, but has readily apparent visibility issues which all residents who use Rue Fontenay consider unsafe. The issue of whether to proceed with the 4-way stop sign installation was brought before the Planning Group last spring, and in June 2013 the Planning Group voted that the City's planned installation should not be deferred. Subsequently, affected HOAs upstream from this intersection, whose residents may be inconvenienced by the stop signs, objected to the 4-way stop installation, and the City requested that the Planning Group revisit the issue and formally approve, disapprove, or postpone the installation of the 4-way Stop control at the intersection. The Planning Group Chair requested that the City's Transportation Engineering Department take another look at the interesection now that the homes are completed, which was conducted in January 2014. The Transportation Engineering department noted that “Our measurements indicate that this intersection meets the minimum safe stopping sight distance for the prevailing speeds. We agree that the sight lines are not very good and it is difficult to see westbound traffic on Fairbrook Road from the south leg of the intersection.” During early February, the City installed “no pedestrian crossing” barriers across Fairbrook Rd. at the northeast and southeast corners of the intersection, without any notice, presumably to reduce the danger to pedestrians at the intersection. At tonight's meeting, the President and Vice President of the Chantemar HOA (which includes all homeowners near the affected intersection) gave a presentation in favor of installation of a four way stop sign and described the visibility limitations and safety situation at the intersection. Petitions were signed in support of the 4-way stop from all 17 of the homeowners on Rue Fontenay south of Fairbrook, and from 34 of the 39 homeowners on Rue Fontainbleau and Rue Mont Grenoble who use Rue Fontenay on the north side of Fairbrook. The President of the Loire Valley HOA stated that his organization and a large majority of its homeowners are opposed to the installation of the 4-way Stop Signs and described their reasons for opposition. The President of the Whispering Ridge HOA stated that his organization and a large majority of its homeowners are opposed to the installation of the 4-Way Stop Signs and also provided details concerning their opposition. The resident who lives at the northwest corner of the intersection, and who requested improved traffic control several years ago spoke in support of the 4-way Stop Sign, She noted that there have been two accidents at this intersection within the last 2 ½ years.
. This was followed by an additional 9 residents who spoke in opposition and 9 residents who supported the installation of the Stop Sign. The residents on the northeast and southeast corners of the intersection also spoke in favor of the stop signs. All attendees were then provided the opportunity to share their concerns, ask questions and speak to the proposed 4 way Stop Signs. No person was denied the opportunity to comment, and about 20 additional comments in favor or opposed were heard. Upon completion of the public comment, the Planning Group considered a motion to approve the 4-way stop signs.

February 6, 2014 Meeting
The Miramar Ranch Elementary Sign Task Force agreed on the following guidelines for the
sign's operation:
1. All message content to be either school function/activity related or emergency purpose only.
2. Hours of Operation of Electronic Message Display:
Weekdays: 7am– 6pm
Weekends: 10am 3pm
Operation after hours: For evening “School Wide Events” (e.g., Open House, Parent Teacher Conference, Halloween Festival, etc.) during the school year, the sign may be on until 7pm for up to 10 events per school year  Operation during Summer Break: The sign will remain operational for 1 week after the last day of school for summer and may be activated up to 4 weeks prior to first day of school following summer break.
Operation during Other School Breaks (i.e., Thanksgiving, Winter and Spring): The sign will be off except for the weekend prior to the break and the weekend after the break before school resumes.
3. EMERGENCY messages have no restriction on time or duration
4. Landscaping – Shrubs and an ornamental pear tree will be included as part of the marquee project.
5. Once the sign has been installed, a collaborative meeting with task force participants will be held to view and provide input on colors for the display. Brightness will be set to manufacturer's
recommended standard.
