I. Welcome!
A. Call to order: 7:06pm

II. Non-Agenda Public Comment: Resident on Red Cedar – Hilliard Harper Spoke against the proposed digital marque sign for Miramar Ranch Elementary School, not all residents were notified of the proposed sign. Residents are looking to lower the impact on the neighborhood. B.Ilko will contact the site governance council or get a copy of the specifications for this sign, to gather more information about it.                                            

III. Announcements
A. Councilman Mark Kersey (T. Vinson)
i. Neighborhood policy approved by Council.
ii. Budget passed by City Council (5yr labor deal, fire academy, slurry seal campaign)
iii. Discussions concerning the language of the Recall as stated needs clarification.
iv. Explanation of funding and timing of street repairs
v. Inquiry into the Hitachi building lease
vi. Details of Re-vegetation of the Wetlands via drainage ditch in Hoyt Park (City project funded by county).
B. Congressman Scott Peters (S. Benton) Not present
C. Assemblymember Brian Maienschein – 77th District (R. Knudsen)
i. Brian has authored one bill that is on the Governor’s desk with more pending in the State Senate, AB1029 , AB68, AB1339,
ii. There are 9 Interns in the office this summer with 3 coming from Scripps Ranch.
D. Miramar Ranch North Planning Committee (Lorayne Burley)
Election of new member, addressing neighborhood input for CIP , Final Watermark Project after its released, new director of Planning Development proposes to attend planning group meetings, Bike Share program was approved by City to install 180 kiosks with 1800 bikes around the city.
E. MCAS Miramar Update (J. Lias)
Joint Strike Fighter came to Scripps Ranch last Tuesday, the Airshow is scheduled for 4-5 October 2013, Gordon received the most complaints in about a 6-8 day period concerning the noise level including some noise after midnight-1AM in the morning, yet there were no calls received at the MCAS Miramar office to complain about the noise.

IV. Information Reports, Presentations & Discussion
A. City of San Diego Recycled Water Vaults Upgrades Project (Parita Ammerlahn)
There are 15 sites city wide including 4 located within Scripps Ranch, where the water drains into the storm drain, this project would divert the water into the sewer system. Construction in Scripps Ranch starts in October 2013 and we’ll take about 2-3 weeks.
B. Info report on Scripps Ranch Pump Station Upgrade (Anh Nguyen)
Construction will begin the middle of September 16 2013 for about one year. Rick Farr from Orion Construction’s office is down the street from our high school. Hours will be 7:00am-3:30pm, will start with some blasting around noon time and streets will be blocked during the blasting, fencing for security will be built. Information will be added to SRCA, Facebook websites plus there will be street signage, and doorknob hanger notification to homes within a 600ft radius.
C. PFFP Update
Fiscal Year ended 30June2013. We reviewed documents of PFFP and history of projects/funding sources.

V. Action Items
A. CIP – Training Sessions,
27Aug2013 from 6:30pm-8:00pm at Scripps Ranch Library, board members, residents or anyone is welcome to attend to learn about this process.
Reviewed the CPG Responsibilities for submittal of project forms to CPC by September 24, 2013.
If we schedule a community outreach meeting for community input, we would need Lat./Long GPS datapoints for each project.
B. Nominations for Ad hoc Subcommittees for upcoming EIR review of Sudberry Project on Carroll Canyon: Bob Ilko, Wally Wulfeck, M.Asaro, and Community Volunteers Sandy Wetzel-Smith and Lee Finney to be on the Adhoc Subcommittee.

VII. Committee Reports
A. SR LMD-MAD (M. Sorensen) – Update
1. Reviewed closed fields and parks, identify project and scope, then add as an action item
2. Speed limits around parks are a concern
3. City Council passed a Prevailing Wage Ordinance which is different from a Living Wage and is also different from a Standard Wage (non Prevailing Wage). This could increase labor costs to projects already budgeted. The $37K is in the 501C3 Relief Fund.
B. MCAS Miramar (J. Lyons) – Not present                                       
C. Community Planners Committee (W. Wulfeck) – Update     
CIP Training Sessions, New Planning Director Bill Fulton, Mini-Community Plan Update funding is minimal, find a way to shorten the CEQA Process and coordinate with Environmental Planning, Request a cogent statement of our needs from Scripps Ranch stating our Top Three Issues with enough information to understand why they are critical to Scripps Ranch.
