Carrol Canyon Draft EIR Response - Solicitation of Comments


Click HERE to view the DRAFT response to the Draft Environmental Impact Report (EIR) on the Carroll Canyon Commercial Center, as prepared by a SRPG Ad Hoc Committee.

There have already been suggested revisions, based on the public committee meeting on October 11, that will be included in the next draft.

Comments may be sent to whw@san.rr.com. Please restrict any comments you have only to the accuracy and completeness / sufficiency of the Draft EIR and this Draft response, and please avoid any overall opinion 
regarding your position with respect to the project itself.   

Your coments may be incorporated into the next draft, which will be discussed at the final public meeting of the Ad Hoc Committee.

There will be a final meeting of the Ad Hoc Committee on Thursday, October 17, 2013 in the Scripps Ranch Library Seminar Room from 3:00 to 6:00pm   At that meeting the final version of the comments will be prepared for submission to the City by the October 21, 2013 comment deadline.

II. Non-Agenda Public Comment (2 min. each) Bob Ilko informed us of the full time work that was done on the Special Edition of the SRCA newsletter. The evacuation plan booklet is included inside the newsletter and contains a map that’s color coded for evacuations. There will be a Morning of Community Service 9am-12pm this month, to distribute materials for fire prevention. Also on 27 October there will be a Community Lunch $8.00 per person at the SR Recreation Center to commemorate the Cedar Fire and celebrate our success in the recovery.

Brian thanked the community for providing 3 interns to his office from the ranch.
Shared plans Commemorating 10th year anniversary of the Cedar Fire.
Of the 80 members of the State Assembly 42 members are new due to term limits changed and open primaries. The freshman class is working together, drafted 6 bills thus far: AB465 background checks for youth sports coaches ; community notification of criminals being released back into the community, bipartisan to help foster children who transfer from school to school to have State of California requirements instead of school district to school district requirements, Brian is available to us and his office in the ranch is open, so contact him.

An overflow crowd packed the meeting room to participate in the SRPG community first hearing on this project during the Draft EIR public comment period. On 21October public comments are due into the city on the Draft EIR. Go to SRCA website to read the (800page document). The project is proposing 827K sq.ft. retail space, with a traffic generation rate of 8400 ADT, including a 120K sq.ft. elevated building. The street is approximately 68ft cross section on Carroll Canyon Road, explained city standard sized lanes, proposal to install signalize access to the project, the street is zoned a prime arterial roadway meaning signal light and raised median, distance from freeway exit to left turn lane is approximately 250-300ft. Stacking capacity is about 40 cars. Explained the Level of Service A-F: A-minimum delay to F-excessive delay. A grade up to grade D is acceptable level of service to the city. After the project the grade of the road will be at an acceptable level, even at grades C and D, only grades E and F require mitigation due to being an unacceptable level of service. Currently the road is at an unacceptable level of service, but with the upgrades of this proposed project to the road, the grade of the road will be at an acceptable level. The city traffic engineering stated the other roads in Scripps Ranch are not impacted by this project and therefore, the requested streets were not studied, only Carroll Canyon Road. An observation was made that over the years, bike lanes have been widened and the car lanes have shrunk to become narrower. Request to create a blown up picture of the improvements to the street as mentioned in the Draft EIR, including all of the items discussed and included in project. Carroll Canyon will continue to be 4-lanes with a median. What is the occupancy rate of the business park next to this project? Approximately the office space occupancy rate may be around 70%. The accumulative impact at 3 intersections on Carroll Canyon Road (CCR) is unacceptable to the city and therefore must be mitigated; contributions to the intersections is one way historically this has been addressed. Improvements are added/proposed after the traffic study has been completed. Some day, in the future, CCR will become a six lane road if future projects materialize. This project is asking for a zoning change, once it’s changed to retail, any retailer may come into this property.
C. Parking issue on Scripps Lake Dr.
By the high school a truck parks nearby, neighbor is asking for the red line to be extended to prevent the truck from parking. This is a parking enforcement issue. The problem is it’s on a curb. SRPG will investigate matter.
D. Status Report on Mira Mesa Boulevard Median and Hibert Signal (John Leppert)
Construction on MMB will begin to install a permanent raised median and a left turn pocket and a traffic signal. Posted signs will read No U turn during peak hours 6-9am and 4-6pm. All of the work will be done at night time. Construction will take 4-6 months to complete the project.
E. Spring Canyon Reservoir Scope Work-Bob Ilko
On the 16October there will be a hearing on installing a pipe to save the hillside from the water run-off.

A. Councilmember Mark Kersey (T. Vinson): Mayor Filner has resigned and Council President Todd Gloria is Acting Mayor. A mayoral election will be held in November, and if no candidate exceeds 50% of the vote, then the final election will be scheduled for February. Please call the council district 5 staff at 619-236-6655 for help with City issues.
B. Supervisor Dave Roberts (E. Bollinger): Supervisor Roberts is interested in fire preparedness (More detail below). He traveled to the Rim Fire at Yosemite for firsthand observation of firefighting activities and consultation with firefighters.
C. Assemblymember Brian Maienschein – 77th District (R. Knudsen): Assemblymember Maienschein will attent the SRPG meeting October 3, 2013.

E. Miramar Ranch North Planning Committee (Lorayne Burley): MRNPC approved 4 Capital Improvement Project submissions. Received update on water purification demonstration project. Assemblymember Maienschein will attend the MRNPC meeting on October 1.
F. MCAS Miramar Update (J. Lias): Miramar Air Show is scheduled for Friday, October 4th, noon to 8pm (gates open at 10:00am), and Saturday, October 5th, 12:15 to 9pm (Run/Walk/Bike events in the morning). There are concerts both evenings

IV. Information Reports, Presentations & Discussion
A. Fire Preparedness Evacuation Issues (E. Bollinger, S. Wetzel-Smith): Mr. Bollinger and Ms. Wetzel-Smith described their work on wildfire warning, preparedness, and evacuation issues. This included developing three “Urgency Levels” for alertment, potential evacuation dynamics, and pre-planned / pre-staged mitigators (siren system, fallen tree removal, detours). Mr. Bollinger described the involvement of Supervisor Roberts and his staff, and Ms. Wetzel-Smith described coordination with Jerry Mitchell and the Fire Safe Council, Councilmember Kersey’s office, Assemblymember Maienschein’s office, and the Red Cross.
B. Chairperson's Report (W. Wulfeck): The chairs of SRPG, MRNPC, Mira Mesa Planning Group, and the Presidents of the Scripps Ranch Civic Association and Mira Mesa Town Council met to discuss regional issues. There is concern for cumulative effects of development across neighboring communities, particularly on traffic.

V. Action Items

B. CIP Proposal Prioritization and CPG Vote on each proposal. Nine Capital Improvement Projects were approved for submission to the City in the following priority order. (15-0-0)
1. Emergency Warning System: Develop an alarm/warning system to warn residents of imminent danger (e.g. wildfire, earthquake) and/or evacuation.
2. Fire Substation 37A (annex)
3. Reconstruct eroded street at Scripps Ranch Court
4. Expand Parking Lot at Lake Miramar recreation area
5. Expand parking at Scripps Ranch Branch Library
6. Cypress Canyon Neighborhood Park Playground and ADA Improvements
7. Jerabek Neighborhood Park Playground and ADA Improvements
8. Extend Reclaimed Water to additional parts of Scripps Ranch
9. Add lighting / electrical service to “Scripps Ranch Country Living” sign
Two additional proposals (Street Bulb-out on Scripps Trail, Pedestrian bridge over Pomerado Road at Marshall Middle School) were removed from the submission because the Group was unsure of feasibility and community support. (15-0-0)
C. Signage at Local Schools: Approved SRPG to recommend signs at local schools adhere to the Community Plan: No animated signs. Signs with interior lighting are discouraged. (15-0-0)
D. “Top Three Issues” Discussion and development of “Top Three” continued to next meeting.

The report was released by the City today, September 5th and responses are due to the City no later than October 21. Sudberry Properties will attend the next meeting of the Planning Group on October 3 to discuss the report. The ad-hoc committee will develop a response to the EIR over the next few weeks, for presentation at the October 3 meeting. The SRPG may vote on that response at the meeting, or hold a special meeting sometime before the October 21 submission date. The group will also ask SRCA to survey residents on rezoning and a community plan amendment. We will also ask the SRCA newsletter editor for front-cover notice of these issues in October and November. Because of issue timing, we may move the date of the November SRPG meeting.

Joint Strike Fighter came to Scripps Ranch last Tuesday, the Airshow is scheduled for 4-5 October 2013, Gordon received the most complaints in about a 6-8 day period concerning the noise level including some noise after midnight-1AM in the morning, yet there were no calls received at the MCAS Miramar office to complain about the noise.

A. City of San Diego Recycled Water Vaults Upgrades Project (Parita Ammerlahn)
There are 15 sites city wide including 4 located within Scripps Ranch, where the water drains into the storm drain, this project would divert the water into the sewer system. Construction in Scripps Ranch starts in October 2013 and we’ll take about 2-3 weeks.
B. Info report on Scripps Ranch Pump Station Upgrade (Anh Nguyen)
Construction will begin the middle of September 16 2013 for about one year. Rick Farr from Orion Construction’s office is down the street from our high school. Hours will be 7:00am-3:30pm, will start with some blasting around noon time and streets will be blocked during the blasting, fencing for security will be built. Information will be added to SRCA, Facebook websites plus there will be street signage, and doorknob hanger notification to homes within a 600ft radius.
C. PFFP Update
Fiscal Year ended 30June2013. We reviewed documents of PFFP and history of projects/funding sources.

Watermark Presentation (Scripps Poway Parkway and I-15): Final EIR should be ready by the end of this month. Traffic is a big issue because retail creates more ADTs in the PM hours than the AM normal office hours. Scripps Miramar Ranch North voted 6-2 on the Pre EIR project. Currently no lease for any retailers yet for a lead tenant. Comment from EIR asked for a direct bike/pedestrian access to site from direction of I-15. No parking on Scripps Highlands. The next step is to host two more meetings after the final EIR then MRNPC will revisit the project again for a final vote. Proposed traffic ADTs is 6240 in AM, the PM peak is 18,500 which puts Scripps Poway Parkway over capacity. Road improvements will be completed prior to occupancy.
Sudberry Property at Carroll Canyon(owner Horizon Church):
Located at the North east corner of Carroll Canyon and I-15, Site is zoned EFIR, 827,000ft of office space for ADTs total 8300 , Proposal to build current plan about am 740 pm peak 798, total 10K, am 300 pm peak 1000. Parking partially under buildings (hidden) shops/ restaurants located on first level. Currently have a Non-Disclosure Agreement with potential tenant that is nonbinding for 122K sq.ft. (smaller scale than usual Walmart stores). There was discussion on how many linear ft from I-15 freeway to project site~ (550 ft of stacking cars). Timeline for project: Rezone requested, Community Plan Amendment/Update requested, Initial EIR to go out for 45 day review period, then 3 weeks for public comments responses, submit responses to the City, the City publishes the final EIR, project goes back to community for a vote, finalize EIR, then the last step is to go to Planning Commission for a vote.
C. Update on The Glen at Scripps Ranch.(Randy, Rick, Dave)
EIR Scoping Meeting at SR Library 10July2013 at 6:00pm, August EIR submission to city staff.
Traffic Report Update approved by City Staff: See handout for tables and assumptions.
Took worst case analysis (very conservative) trip generation rates for creating the traffic report.
55% reduction in total daily traffic use. Direct impacts to streets and intersections, with a suggestion to widen road, but the Community Plan does not allow for the widening of the road, therefore, project imposes no mitigation. Study showed no significant freeway impact. Road Level of service F before project and the road will have a grade of F after project is built. A letter from a Scripps Ranch resident was read aloud concerning his participation on the subcommittee Traffic Study meeting with CLC, due to he could not be present tonight.

Wally has received an email stating that, the stop sign will be installed. We can take action to slow down the process..

A. YMCA update and introduction of new Executive Director –

A daycamp will be starting soon ,sports camps have been going on all year. Looking at conceptual designs, fundraising. Suggestion to add YMCA information on SRCA website and newsletter. Will have to find a new location for sports teams.
B. Chairperson's Report (W. Wulfeck)
i. COW training required online or in class, see handout for times/date.
ii. Ilko and Wulfeck attended Planning Commission on 11April 13 in support of City staff recommendation to define community living facilities as residential care facilities, a determination that would affect The Glen at Scripps Ranch. The Planning Commision vote passed unanimously to define this project as a residential care facility..
iii. Civic San Diego (formerly CCDC) is looking to circumvent Community Plans in order to expedite some projects, learn more about this and more at VOSD.com
iv. Councilman Kersey Library meeting was successful and attended by Ilko/Wulfeck.
C. Possible SRPG Position on Watermark
Watermark is not under the SRPG area but will be impacted by traffic. The SRCA submitted 75 comments to the plan. Since this is a regional shopping center the question was raised if SRPG want to take a position on this project? The SRPG Rec Council unanimously came out with a position, that perhaps Watermark can support our parks and would need SRPG’s support for it. The project encompasses a Title change and land zoning change, and will take the traffic flow from 6400 cars to 21,000 cars per day, (Kaiser ADT’s was about 17,000 cars per day). This project would impact significantly on traffic in Scripps Ranch. The comment period has closed on the EIR, but SRPG can still take up a position. Add to June and or July agenda, request a presentation at SRPG.
D. Olive Trees (B.Ilko) SRCA hired a third party, certified arborist who found 61 Olive trees within 4 groves, where the Olive Trees were identified by age and monetary value. The groves are located mainly on the right side of the street near the old Vons across from Starbucks (Aviary Drive). Preservation Grove status may be awarded to these trees. The next step is Forest Advisory Board meeting on 13May13 for a recommendation, then to the City Arborists and a couple others whom will be making the final decision. We’ll schedule SRPG action on the next agenda, to get support for this project.

V. Action Items
A. Fairbrook Rd. Traffic Calming
Propose to add a traffic calming device just east of new development to help control traffic flow going down Fairbrook Road. The 17 new homes will become a part of the current Chantemar HOA. Speed survey has been requested. 14 homes have been sold, 3 remain up for sale.
Motion/2nd:Lyon/Phillips ‘to form a Adhoc subcommittee to study the data from the traffic study’ Discuss Speed mitigation, possible or not 4 way stop sign, clarify that no speed humps allowed, and other pertinent issues.
Vote: yes=Unanimous 15-0-0 Volunteers Ilko, Ringel, K.Derry, J.Lyons
B. Speed Increase on Stonebridge Parkway
Results of traffic survey went to all SRPG members, recommendation came in that the speed limit be raised to 45mph due to majority of cars were going faster than posted limit (85% were going 51mph) this data was generated in 2009. If we don’t raise the limit, it can not be radar enforced.
Motion/2nd: Ilko/Sorensen ‘to form an Adhoc committee’.
Vote: yes=Unanimous 15-0-0 Volunteers, Sorensen, Ilko, Jan Kane, Kim Knox, Gina Manos
Would like to know traffic generation data now vs. in 2009 even though a traffic study is just a sampling of only 100 cars, SRPG will request a delay in order to get input from the community.
C. Chabad Tentative Map
Number of units will be reduced from 280 units to 228 units of 1, 2, and 3 bedroom units.
~460 bedrooms in first phase which is 80% 2bedrooms, 10% 1bedroom, 10%3 bedrooms.
Motion/2nd: Ilko/Silverstein. Vote: Yes = 14-1-0 Passed
Motion: Recommend approval of tentative parcel part for financing purposes, which would subdivide Chabad’s property to get financing for the project.
Just to clarify, the CUP stays with the land and not with the owner/partners/investors/ LLC of the subdivided property.

The city has received 35 complaints in March 2013. As a reminder, Pilots are required to fly during dusk, night and day hours. It appears that more complaints are received during the night hours.                                                 
C. CPC (W. Wulfeck) – Update  
Discussed outdoor dining on sidewalks as an issue when they encroach upon public sidewalks/right of way. Marijuana dispensaries, Community Plan Updates, abandoned newspaper racks in the city. Capital Improvement Projects to start in July for decisions in October. Small lot subdivisions in some areas of the city. Currently, there are 2 vacancies on the Planning Commission. There are still vacancies on the parking advisory board.

A. SANDAG Presentation on the I-15 Grant (A. Estrella)
Ensures all transportation systems talk to each other. Won award through a competitive grant process. One of two sites in U.S. was awarded this grant. Caltrans, Poway, MTS, Escondido, all participated. Smart traffic signal systems, with multi agencies managing traffic with all of the agencies to maximize infrastructure and facilities, arterial, transit and highway traffic data coordinated. Caltrans owns and operates the freeway system, MTS and CCD owns transit system , regional arterial system is used by all local agencies. Ability to communicate in real time to divert traffic upstream and downstream, of the incidents. The implementation of the local arterials streets allow useful info added to maximize efficiency of the system. Stage II will focus on analysis to minimize stop and go traffic. Stage III will focus on system automation. U.S.D.O.T. will perform commuter measures and perform surveys on I-15. In December 2014 lessons learned from this project will be documented. The system is online now, with a full implementation planned for August 2013.
B. County Water Authority Nob Hill Project Update (C. Balben)
By 2016 Desalinization Water System should be online.
Nob Hill was identified as a vulnerable spot (housing air release valve) computer model identified this spot as vulnerable, to uncontrolled release, allowing water to flow. Relocating pipeline to lower pipeline 3 and 4 below the redline (840 linear feet). Blasting will be required due to hard rock. Access road to be built and after construction will be a permanent access road. Staging area south of Scripps Lake Dr. This month begins EIR process until 13May2013. Public scoping meeting 24April2013 between 4:30pm-7:30pm. Build expected 2015-2016. Section of pipeline 3 is was not relined, but section 4 was relined and will be replaced. Requesting community input. For more information see website or toll free project information line. During construction, pipeline 3 would go into service, depending on open trench or tunneling. The size of the trench will be 15-20ft in some places. Access road off Scripps Lake Drive, there is a dirt road to continue access up the hill.

New owner will build their own private driveway, build a median, right turn lane to I-15 on their frontage, traffic study to be done, traffic flow would no longer will be able to make a left turn coming out of the Carol’ Jr. shopping complex.
