a. Councilman Brian Maienschein (Megan Ekard)
i. Re-striping of Pomerado Road is no longer needed, taken off the table
ii. The speed limits will not be changed on Pomerado Road at this time. Thanks to Bob Ilko and David Berry who met with traffic engineers to discuss the issue.
b. Miramar Ranch North Planning Committee (Dave Berry)
i. Sudbury of MedImpact spoke to SRPG concerning the 1st building going up on southeast corner, he also came to MRNPG to discuss the white bldg proposed, MRNPG want a darker color, decided on gold sand color. Anchor MRNPG signed the letter from SRPG. Bill Bernard and Dave Berry will be stepping down at the next elections and therefore MRNPG will need a new president.

V. Chairperson's Report
a. Scripps Ranch Joint First Response Fire Station “37b” / SDPD Facility
i. Bill Anderson is working on this project now.
b. Pomerado Legacy Road- proposal has been scrapped
c. Neighborhood Code Compliance Seminar Summary
i. Bob and Tamar attended this training session.
ii. Handouts provided on different Code Compliance Issues.
iii, Bob Dingeman, Jay, Bob Ilko are deputies of Code Compliance for Scripps Ranch.
iv. All banners or signs must be returned to the City and not destroyed. If our members put up a sign, put your name and number on the back.
d. March 6, 2008 SRPG meeting – tentative agenda item(s)

e. Sunrise PowerLinkThe project would impact Scripps Ranch from The Legacy to I-15 as an alternate route via Pomerado Road (a feasible alternative). This project would progress at about 100ft per day, it would close down 2 lanes completely and take 5 months to complete. Three utility lines to be placed under Pomerado road.

VI. Presentations, Discussion, Liaison, Reports, and/or Action Items
a. MTS Dart Program – Action Brent Boyd
i. The MTS Dart Program is scheduled to be terminated in Scripps Ranch. Dart goes door to door to pick up patrons who call and ask for a ride. Minimum 2hrs to 24hrs call request/notice prior to service, it’s like a taxis service. The DART budget was cut by $11million due to decline in Sales Tax Revenue. DART wants to work with the community to develop an alternate source of transportation. One Southern California community has developed a program to pay for a blocked amount of time on the bus. The Motion at the City board (in November) was to extend the service until April 08, and MTS to work with the community until April 08 to find an alternate service for the community. Now the date has been postponed to June 08 for the cessation of DART Service in Scripps Ranch. A public hearing meeting will be held on Feb 21, 2008 at the MTS where the Board of Directors will hear input on the proposed discontinuation. List of answers to the questions raised by the subcommittee to be sent electronically to SRPG after the meeting. By the end of next Tuesday, the questions should be answered and sent back to SRPG. SRPG would like to know how many communities within the city limits of S.Diego, how many does not have any public transportation services like DART.
b. Spring Canyon Road & Pomerado Road speed limit increases - Speed limits went up for 24hrs and returned to the previous limits, thanks to Bob and Dave for working with Traffic Engineers on this issue. Every seven years another speed survey will be performed.
c. Market at the Ranch CUP – Action
Action taken last month. Motion: to confirm previous motion from last month to allow Mike Asaro and Julie Ellis (12-0-1)
d. HG Fenton presentation
25Feb08 at 6pm or 6:30pm at the Information Center an Adhoc committee meeting to be held to discuss the Erma road Residential Complex to build 100+ units.
e. Chabad Substantial Conformance Review – Update
Mark Brody stated Chabad is working with them on making an alternate access road for fire truck use, to access both properties for approval of the Substantial Conformance.
f. Ward Beeler Creek Tentative Map – Update
Individual parcels inside FUA Zone, must find out who will pay for the infrastructure components and development fees. Megan will find out from Madaffers office on this question.
g. Rose Creek Watershed – Action
Runs through South of Pomerado, goes through LaJolla and down to Mission Bay. City wants recommendation for the Watershed project to go forward and remove harmful plants over the shed. Motion: Mike Page , 2nd by Peter Wulff a Proposal to clean up the watershed, study and remove non-native plants using volunteers to perform the clean-up. (13-0-0)
h. SR LMD-MAD (G.Boerner) – Action regarding a grant request
The Recreation Council previously requested a $700K approval of joint use field at the high school, yet the bids are coming in much higher. SRPG to consider increasing approval up to $800K from the previously approved $700K. Motion: B.Goerner 2nd: Peter Wulff (13-0-0) Jerry Mitchell introduced the Grant from Fire Council proposal to have SR offer in-kind funding to match the federal grant from the forest service of $91K. Scripps Ranch Tree contract currently covers 70% of removal of dead trees and fire fuel from fire break areas that may be eligible to be used for this matching in-kind grant. $270K yearly is paid by MADD for Fire Safe Council to remove fire fuel. Request a letter to be written from SRPG and send to Sacramento to qualify for the matching grants from the Forest Service for a 5 to 1 match. Perhaps the university has a large fire fuel removal expenses, Crown Point and other Home Owners Associations will be requested to assist in creating this matching grant.
Motion: Gordon Boerner ‘to have SR offer in-kind funding to match the federal grant from the forest service’. Request a letter to be written from SRPG and sent to Sacramento to qualify for the matching grants from the Forest Service for a 5 to 1 match. 2nd:Peter Wulff (13-0-0)
i. Rancho Bernardo Fire Update (Bob Ilko)
Still working with Rancho Bernardo, CERT, RSVP to consider how to get Senior Citizens out of their homes if there is another disaster. Think about signs in windows or ideas on how to take care of our neighbors and get them out of their homes in an emergency situation.
381 homes were impacted by this event, along with many organizations in Rancho Bernardo working together with groups such as Fired Up Sisters.
j. MCAS Miramar (J. Paterniti) – Update
Leaders Forum Jim Paterniti and Bob Ilko attended, the complaints have gone down and the number of flights have gone down.
k. CPC (T Silverstein) - Update
Indemnification revision sent to the City Council for review and approval. CPC By-laws approved
