Chabad Project came before Planning Commission on 18Sep08 and will not go before the Council until SR community, City Facilities Finance Dept and Chabad comes to agreement concerning the FBA Funds. The issue will not be docketed or come before the City Council until this arraignment has been agreed upon.

c. San Diego County Water Authority – future pipeline relining projects in SR (Scott Robinson – SDCWA)
i. Brad Evanson spoke about the relining project and Caltrans widening of I-15 is occurring together. Work began on west side of I-15.
ii. Scott from Water Authority spoke about Improving Water Reliability, request conservation of water usage.
iii. 83 miles of pipeline are in need of replacement will take at least one year to replace.

CV. Action Items
a. USIU – Miramar Truck Sewer (Jericho Gallardo – City of San Diego Engineering & Capital Projects)Presented in 2003 then shelved in 2005 and now going forwarded with the project.Part of city effort to improve sewer pipes. This pipe was built in 1969,and want to increase the pipe to 18 inch and 21 inches. Runs along Pomerado, Avenida Magnifica, Crosses I-15 tunneling 45-50 ft deep. Construction to begin June 2010 with an estimated cost of $900 million, and is estimated to take 270 working days. Request to change project name to Pomerado Road Trunk Sewer and remove USIU name from the project. The staging area will be Scripps Horse Ranch area and in Mira Mesa. No action needed to be taken, just comments from community. No negative comments were voiced.
b. Mira Mesa Blvd/Scripps Ranch Blvd Median Project (City Staff) City of San Diego Engineering Dept -Abi Palaseyed spoke about the Mira Mesa Blvd Median Landscape Concept Plans. Increased Costs, redesign or modify Storm Drain Installation due to SDG&E inadequate notification that the storm drain moved. Request for $125K from FBA fees from SRPG to pay for the increased costs and The Water Dept will pursue SDG&E to refund some of the funds and return it to SRPG FBA. There is a $17K annual maintenance costs for this median.Bob Petering Motion: Eliminate the landscaping, install decorative rocks or hardscape on both sections from the plan, there will be no pipes and no irrigation. In conjunction to not requiring a cost increase to the existing project budget. The motion was 2nd by Julie Ellis. (Yes: 10 No: 1 Abstention: 0)
c. Chabad Substantial Conformance Review at Planning Commission (B. Ilko)Meeting minutes are out from the Planning Commission as they are public documents. The City is currently calling this project Residential Development. The City and the Planning Commission has deemed that the project is in substantial conformance.

CVI. Committee Reports
a. SR LMD-MAD (M. Sorensen) – Update
Gordon reviewed document showing need for increases desperately needed in MAD Fees. Marc’s conclusion is $5 is not enough, $8 is more than enough and gives room for a reserve funding. We need at least a minimum of $6 or $7 per month increase. Will cost the community $35K to take this vote to the ballot.

B. Miramar Ranch North Planning Committee (Jan Kane)
1. Fire Station #37 landscape: MRNPC will pay for clean up. MAD is paying for maintenance of roughly $1,000/y.
2. MRNPC MAD Drive-by will be held on September 18, 2008 from 9-11 AM. (contact Jan for details).
3. Dingeman student drop-off along Spruce Run Dr. is creating issues with cars blocking driveways and mailboxes. Measures to discourage parking, such as red-curbing are under consideration.
C. CPCI Representative (Craig Schmollinger) Our new representative, Craig was welcomed by SRPG as Dan Monroe’s successor. Gordon asked him to provide notes on the Chabad SCR meeting of July 30, 2008. He was also asked to provide preliminary drawings of the Mira Mesa Median Project, when available.

A. Chairperson's Report
1. Mail – Submitted Projects and Invitations: See packet distributed with agenda. Todd Philips will chair the sub committee for the San Diego Second Aqueduct Pipeline Relining Project.
2. Marshall Middle School Bus Program 2008-9 – Concern over funding for 3 bus routes has been allayed by a guarantee of support by the San Diego Foundation.
3. Opus West update Lots 3-4 and 7-8 – No new developments.
4. Chabad Substantial Conformance Review – The review is now set for September 18, 2008 before the CPC. Bob Ilko is on point for SRPG.
5. SR Blvd. Median (bet. Aviary and Carroll Canyon) Out for Bid on July 29, 2008 – closes on September 11, 2008. Eight curb cuts are proposed at an approximate cost of $5,000 each, including mitigation.
6. September 18, 2008 Brian Maienschein Celebration; See Item III.A.2, above.
7. New Form/Procedure for T-Mobile Proposed Sites: In the future, we will assign these requests to the SRPG member who lives closest to the proposed site.
8. Timberlane HOA – roundings and ped ramps – No report.
B. Caltrans Update on I-15 Improvements (Cory Binns)
1. Express Lanes: The South Segment Express Lanes (configured up to 3+1 in peak hours) will service the I-15 between the SR-163/I-15 merge and the SR-56/I-15 intersection. It will be completed in 2012.
2. The bridge across the I-15 at Pomerado/Miramar Road will not be widened. However, extensive work will be performed:
a. Drainage in the area of the northbound off-ramp from I-15 will be enhanced. (This is the source of the temporary barriers and striping on that off-ramp.)
b. Column support modifications to the bridge will occur.
c. Medians and lane striping on the bridge will be undertaken to provide 4 lanes of westbound traffic (2 through lanes, and 2 lanes for access to I-15). SRPG expressed great concern over the proposal, and asked to work closely with Caltrans as the restriping concepts develop. We requested that Caltrans run simulations of the lane configurations on their “truck turning radius” software to help to optimize the striping design.
3. A celebration for the Express Lanes Project will be held at the I-15/SR-56 Transit Station on September 13, 2008 from 10-12 Noon.

VI. Action Items
A. Re-claimed Water to Evans Pond (Megan Ekard) The action item was to secure funding for this project (through FBA funds). This item was tabled pending the resolution of issues raised by the city of San Diego around the biological impacts of comingling potable and reclaimed water in the pond.
B. Ward Tentative Map – Beeler Canyon - John Ward requested approval of a tentative map to subdivide 2.79 acres on Beeler Canyon Road into two parcels (RS-1-8). The lot development calls for balanced grading. Mike Asaro pointed out that we have not received the assessment letter from city staff. Motion to approve – Petering, Second – Sorensen. Motion passed (14=Yes, 1=No, 0=Abstentions)

VII. Committee Reports
A. SR LMD-MAD (M. Sorensen) –
1. LMD – MMS joint use fields are coming on line, albeit slowly.
2. MAD –
a. The budget is under intense pressure. Operating reserves are dwindling. An increase in the homeowner’s assessment is necessary, and it is under discussion.
b. Hoyt Park drainage continues to be a problem (breeding mosquitos). Bob Dingeman is working with a group from the local LDS congregation to develop a solution.
B. MCAS Miramar (J. Paterniti) – In preparation for the Air Show (October 3-5, 2008) a series of controlled burns will be conducted. Juan Lias CPL Office will send out email notifications prior to the burns. Members were reminded to read Dorothy Mildice’s article on trespassing on MCAS in the September issue of the SR Newsletter.

B. HG Fenton Erma Road Project:
1. Allen Jones of HG Fenton reviewed residential project: Covers 3.9 acres, commercial office designation, proposes 95 residential units. Originally Wisteria proposed 114 residential and 35K commercial space for this site. H G Fenton proposes 44 units/acre, 12 buildings, 5 different building types, all units in each type are connected by Paseo/Courtyards.
2. Kirk McKinly presented changes to project: Proposed 3 story townhouse units with 2-car connected garages, 2 and 3 bedroom units, undecided whether they will be for sale or rental. 80% of guest parking is along the access road, 45 spaces on site for guest parking. Garages will not be allowed to use as storage.
3. In-Lieu Fee will be paid for inclusionary housing on this project. Reclaimed water is available on Erma Road for use in irrigation.
4. Landscape to be consistent with current community landscape with some Eucalypus and Pine trees. Retaining wall material to be consistent with plant material appropriate for slope, hedge and will be integrated with the surrounding structures.
5. Traffic Report expanded study area from Scripps Ranch Blvd to Scripps Canyon, Miramar to Black Mountain Road. This project is estimated to generate 760 trips per day units. City Staff is reviewing the application, HG Fenton is waiting for comments, City Staff will review the EIR. Parking Ratios of adjacent developments to this site was requested to be presented at the next presentation to SRPG.

C. Sunrise PowerLine Update from SDG&E:
Finalize document in October 08, PUC is selecting, approving and routing the documents. Starts at Sycamore Canyon Substation and comes along Scripps Poway parkway to Torrey Hills and connect to a substation to the west side. PUC is looking at cutting costs, impact of stopping power grid at Sycamore Canyon. If eliminated, existing wires will be taken down and replaced with new wires, two poles in Chantemar are in question and may or may not be touched or remain as is. SDG&E wants to build this last segment of this line and does not want the line to stop at Sycamore Canyon. If Sunrise Powerlink is denied, then at some time in the future we’ll come back and propose an upgrade to the power in this area. One option is an underground option, which would take more than a year to complete this project at 1000 ft per day and $10 million per mile to take power underground. On 11July08 the EIR will be released, then a 45-day comment period, 3rd week in October thru last review and discussions. Decision expected by end of 2008. The same voltage and poles will remain the same, only the wires will change to hold more capacity to increase by 50%.

VI. Action Items
A. SR Blvd Median & 2nd Fire Station CP amendment changes: No Update
B. T-Mobile Light Standard and Vault at Spring Canyon Road & Spruce Run Drive (Mark Phillips)
i. Infill Micro Site located in residential areas. Macro sites are on top of mountains and topography areas. Proposal to take out existing light and add a new light with the same diameter, everything else stays the same. Located down the center line of Spruce Run.
ii. Discussion concerning if a signal light were installed at this same point, would this project delay the installation of the signal light? On Sept 27, 07 this proposal was submitted. Discussion ensued concerning the future approval of a signal light at this location. SRPG does not know about the MAD decision. Andrew Fields or Joe Henderson is the MAD contact for this issue.
iii. “Motion to approve proposal with conditions of approval to consider pedestrian ramps, ensure there are no negative impacts to MAD”

V. Chairperson's Report

Looking for more students to sign-up for bus program. Go to website for applications. Cost will go up from $550.00 to $585.00
b. Horizon Church CUP update
At Carroll Canyon and I-15, the land is up for sale. Estimated 800 people in attendance, Sunday, Wednesday and Friday nights. A new church may want this property. No changes to landscaping proposed, only to the inside of the building.
c. Opus West update Lots 3-4 and 7-8
Owns parcel by library with 160K sq ft of R&D. Last week OW signed a lease with Lockheed Martin, bringing 600+ employees to the area in the SR Business Park. Want to expedite to break ground in January 2008. No changes to the community plan, due to lots are being kept industrial. Lot 7-8 are located at the intersection of Scripps Ranch Blvd. and Scripps Ranch Blvd. Looking for joint use community parking arrangements for Library. Lot 3-4 a historic designation on the .25 percent of lot for Lot3 and Lot14. The deed has been recorded and its official.

Note: Natalia and Todd attended the transportation meeting in May08 and the Transportation board decided to discontinue the MTS DART service 13Jun08. DART riders may be eligible for MTS Access Services which provides transportation to transit riders with disabilities that prevent them from using regular bus or trolley services. Board was considering cut backs on existing lines and the DART program. The final vote is unknown at this time. Several community members were also present. The committee will continue to meet every four months and come up with the long term solutions.

a. Community Forestry Board Living with Wildfire presentation (C. Jones)
SR is a tree community and it’s a hallmark of the ranch. Urged us all to maintain trees and plant new trees. Chair of Board Vicki Estrada spoke of ways to improve public right of ways and private property. Why plant trees? Clean Air, Combat pollution, save energy costs, raise property values and clean water, cool pavement, protect wildlife, build safe communities, live well, calm traffic, invest in the future. Showed various pictures of ways trees improve the look and feel of a community, pictures were shown with trees and without trees. From 1985 to 2002 there has been a reduction of 27% of tree canopy areas in SD county. SR is district 5 and only 17% is covered in a tree canopy. In the City’s General Plan one of the goals is to conserve, develop and restore community forest in San Diego. Gave statistics of savings trees provide on a yearly basis. California Center for Sustainable Energy website will inform you how to get free trees for public property.

c. Chabad Substantial Conformance Review:
Allan Green introduced the Rabbeum. Rabbi Yonah Fradkin introduced the project, reviewed the history of the property, reviewed its mission. Introduced a letter with 27 commitments seeking SRPG project submittal approval. Rabbi Josef Fradkin introduced the educational component of the project. Bret Hulitt of the Steel Group, presented a PowerPoint of ~ 37 slides including a history of the CUP. See handout.

Chabad is set back from Crown Point by 127+ ft. approximately double the amount allowed by the CUP. Set back from Pomerado Road = 460 feet. An outstanding issue to address with the City is to get agreement from AIU and CHA for a fire access road. The Rabbi will consult with the SRPG on lighting item #11.”

Hired Project Consultant/Lobbyist Ron Buckley presented a history of the project from the time he still worked for the city (as Project Mgr for this project) to the current status.

City Planning Staff Dan Monroe explained the process and why city staff chose not to make a recommendation on this project. The SCR decision will be made by directly by the Planning Commission. Per Dan, the City will send a letter stating that they “believe this development conforms with the previously approved phase plans.” Dan explained that the appeal process would require either an appeal request at Planning Commission or that a letter be sent within 10 business days, which would trigger an appeal to the SD City Council.

SRPG again reviewed the May 2007 email where City Facilities Financing staff had evaluated Developer Fees due on this project, concluding that if kitchen/sink and bathroom/sink combos were included, then fees would be equal to the Community Plan’s FBA for Multi-Family units, yielding $5.16MM. While the City hasn’t received final submittal, City Staff confirmed that the Project Mgr has reconfirmed the previous public statements by both the Project Architect and the Project Mgr that both bathrooms and kitchens with sinks would be included in each unit. However, Project Consultant Ron Buckley, previously the City of SD Project Mgr, indicated that he had contacted Charlene Gabriel of City FF Staff in an attempt to lobby for reversing the May 2007 finding regarding the fees, and that the Rabbi/Chabad were not willing to agree to pay the Multi-Family FBA, as they hope to convince the City to reverse their prior decision.

“SRPG agrees to accept Rabbi Fradkin’s letter dated 5Jun08 addressed to the SRPG, and give a favorable recommendation to the Planning Commission, specifically conditioned on two items: 1) that the applicant be required to pay the Multi-Family FBA fees as per the May 2007 email from City Facilities Finance Staff, and (2a) that the SRPG send a member to the Planning Commission hearing, with authority to clarify SRPG’s position and (2b) to recommend an SRPG appeal process without requiring a special meeting should the approval not encompass item #1 and/or the spirit of the Rabbi’s 27 bullet-point agreement.

The Library Fire Alarm went off prior to the vote, requiring an approximately 30 minute delay.
VOTE: Yes =10 No =3 Abstention = 0 Total Present=13

d SRPG Executive Board elections - Action
Dan Monroe stated that the new policy interpretation disallows occupancy of the same Officer Position for 8 consecutive years, which applies to both SRPG Chair Bob Ilko and SRPG Vice-Chair Gordon Boerner. Todd Philips thereby agreed to move up to Chair, Bob Ilko will step down to Vice Chair, Gordon Boerner will step down from Vice Chair to regular elected member status, and Tamar Silverstein will remain as Secretary, thereby bringing SRPG into compliance Consensus vote result = 13 Yes and 0 No with no abstentions.

e. SR LMD-MAD (M. Sorensen) – Update
Lakeview park is being locked up at night. Need to come up with a fee increase for MAD.
We need to start talking about how much MAD fees we need to assess. Our budget is thin and Marc isn’t sure that people would vote for this increase in light of the current economic picture.
We need to put the information out to the community about the need for a MAD fee increase.

Marc will email Gordon and Bob to discuss this issue further.

The Horse Stables are closing 01Jul08. Old Missile Sites have had a lot of trespassers lately due to an article in the newletter.

Sudbury of MedImpact spoke to SRPG concerning the 1st building going up on southeast corner, he also came to MRNPG to discuss the white bldg proposed, MRNPG want a darker color, decided on gold sand color. Anchor MRNPG signed the letter from SRPG. Bill Bernard and Dave Berry will be stepping down at the next elections and therefore MRNPG will need a new president.

e. Sunrise PowerLinkThe project would impact Scripps Ranch from The Legacy to I-15 as an alternate route via Pomerado Road (a feasible alternative). This project would progress at about 100ft per day, it would close down 2 lanes completely and take 5 months to complete. Three utility lines to be placed under Pomerado road.

a. MTS Dart Program – Action Brent Boyd
i. The MTS Dart Program is scheduled to be terminated in Scripps Ranch. Dart goes door to door to pick up patrons who call and ask for a ride. Minimum 2hrs to 24hrs call request/notice prior to service, it’s like a taxis service. The DART budget was cut by $11million due to decline in Sales Tax Revenue. DART wants to work with the community to develop an alternate source of transportation. One Southern California community has developed a program to pay for a blocked amount of time on the bus. The Motion at the City board (in November) was to extend the service until April 08, and MTS to work with the community until April 08 to find an alternate service for the community. Now the date has been postponed to June 08 for the cessation of DART Service in Scripps Ranch. A public hearing meeting will be held on Feb 21, 2008 at the MTS where the Board of Directors will hear input on the proposed discontinuation. List of answers to the questions raised by the subcommittee to be sent electronically to SRPG after the meeting. By the end of next Tuesday, the questions should be answered and sent back to SRPG. SRPG would like to know how many communities within the city limits of S.Diego, how many does not have any public transportation services like DART.
b. Spring Canyon Road & Pomerado Road speed limit increases - Speed limits went up for 24hrs and returned to the previous limits, thanks to Bob and Dave for working with Traffic Engineers on this issue. Every seven years another speed survey will be performed.
c. Market at the Ranch CUP – Action
Action taken last month. Motion: to confirm previous motion from last month to allow Mike Asaro and Julie Ellis (12-0-1)
d. HG Fenton presentation
25Feb08 at 6pm or 6:30pm at the Information Center an Adhoc committee meeting to be held to discuss the Erma road Residential Complex to build 100+ units.
e. Chabad Substantial Conformance Review – Update
Mark Brody stated Chabad is working with them on making an alternate access road for fire truck use, to access both properties for approval of the Substantial Conformance.
f. Ward Beeler Creek Tentative Map – Update
Individual parcels inside FUA Zone, must find out who will pay for the infrastructure components and development fees. Megan will find out from Madaffers office on this question.
g. Rose Creek Watershed – Action
Runs through South of Pomerado, goes through LaJolla and down to Mission Bay. City wants recommendation for the Watershed project to go forward and remove harmful plants over the shed. Motion: Mike Page , 2nd by Peter Wulff a Proposal to clean up the watershed, study and remove non-native plants using volunteers to perform the clean-up. (13-0-0)
h. SR LMD-MAD (G.Boerner) – Action regarding a grant request
The Recreation Council previously requested a $700K approval of joint use field at the high school, yet the bids are coming in much higher. SRPG to consider increasing approval up to $800K from the previously approved $700K. Motion: B.Goerner 2nd: Peter Wulff (13-0-0) Jerry Mitchell introduced the Grant from Fire Council proposal to have SR offer in-kind funding to match the federal grant from the forest service of $91K. Scripps Ranch Tree contract currently covers 70% of removal of dead trees and fire fuel from fire break areas that may be eligible to be used for this matching in-kind grant. $270K yearly is paid by MADD for Fire Safe Council to remove fire fuel. Request a letter to be written from SRPG and send to Sacramento to qualify for the matching grants from the Forest Service for a 5 to 1 match. Perhaps the university has a large fire fuel removal expenses, Crown Point and other Home Owners Associations will be requested to assist in creating this matching grant.
Motion: Gordon Boerner ‘to have SR offer in-kind funding to match the federal grant from the forest service’. Request a letter to be written from SRPG and sent to Sacramento to qualify for the matching grants from the Forest Service for a 5 to 1 match. 2nd:Peter Wulff (13-0-0)
i. Rancho Bernardo Fire Update (Bob Ilko)
Still working with Rancho Bernardo, CERT, RSVP to consider how to get Senior Citizens out of their homes if there is another disaster. Think about signs in windows or ideas on how to take care of our neighbors and get them out of their homes in an emergency situation.
381 homes were impacted by this event, along with many organizations in Rancho Bernardo working together with groups such as Fired Up Sisters.
j. MCAS Miramar (J. Paterniti) – Update
Leaders Forum Jim Paterniti and Bob Ilko attended, the complaints have gone down and the number of flights have gone down.
k. CPC (T Silverstein) - Update
Indemnification revision sent to the City Council for review and approval. CPC By-laws approved
